This comes from them metal boxes you see outside of clinics here and there. It's biological waste that comes and gets scooped up by certified people. Apparently that was not the case for many. The situation must have gotten so bad with these boxes, that they ultimately had to print that on the box. Drugs and money in a metal box on the sidewalk? Dudes.............
